Base Roll Member
Qualifications include a Native resident in Eklutna Village beginning with 1940 and determined by the official 1940, United States Census Roll for Eklutna Village, for the sole purpose of establishing a starting point for the written Tribal Roll, considering such factors as:
- Ethnic origins
- Home ownership and sharing
- Being born or raised in the Village
- Substantial affiliation with Family ties
- and other criteria
Tribal Membership is Not Automatic
The sovereign powers and responsibilities to prescribe rules and regulations governing future membership, loss of membership and the adoption of members rest with the Tribal Council. Once individuals meet eligibility rules, and supporting documents are on file, approval is up to the discretion of the Tribal Council.
You may apply for full membership with the Eklutna Tribe, providing that you are not a member of any other Tribe and based on the following: A Base Roll Member; or a biological descendant of a Base Roll Member; or any Athabascan Native person enrolled in Eklutna, Inc.
An applicant can become an adoptive member, providing that he/she is not a member of any other Tribe, and is: A spouse of a full member, or a legally adopted child of a full member; or a stepchild of a full member; or a dependent under legal guardianship of the Tribe or a Full member; or a person of Alaska Native or American Indian blood who resides within the Tribe’s chosen jurisdictional area and who has either been abandoned by his/her Tribe or who has no active membership in any other Tribe. A person of Alaska Native or American Indian blood who has continuously resided in the village for a period exceeding one (1) year, and who intends to reside in the village indefinitely; or a person who is eligible to apply for, but is denied or revoked Full Membership.
There are two types of Honorary Membership. One is to honor an individual for exceptional relations and service, the other is for those not eligible for Full or Adoptive membership, yet accepted by the Tribal Council due to special circumstances. Honorary Membership is rare.
